Australian Government’s Significant Improvements to the NDIS: What Participants Need to Know

Latest Reforms, Statistics & Policy Wins Shaping the Future of Disability Support in Australia
The National Disability Insurance Scheme (NDIS) has undergone transformative changes over the past year, with the Australian Government delivering on its commitment to build a more sustainable, accessible, and participant-focused system. These significant reforms are already showing measurable impact on the lives of NDIS participants and their families.
As a registered NDIS provider in Western Sydney, Starlight Care is proud to support participants through these changes by offering guidance, services, and personalised support planning aligned with the evolving scheme.
Key Government Reforms and Their Impact
1. Stabilising Scheme Costs While Expanding Access
The NDIS continues to grow—reaching over 692,000 active participants by December 2024, including more than 19,000 new participants in that quarter alone. Despite this growth, total scheme expenses were $390 million below forecasts, demonstrating improved financial management.
2. Slowing Cost Growth
Metric | FY 2023-24 | FY 2024-25 (projected) | FY 2026-27 Target |
---|---|---|---|
Annual Growth Rate | 18.9% | 11.9% | 8% |

These results are part of the government’s plan to reduce plan inflation and enhance oversight of how funds are spent, ensuring every dollar benefits participants directly.
What’s New in Plan Management?
🔹 Simplified Budgets
All new plans now display a total budget (instead of individual line items), making it easier for participants to understand and manage their supports.
🔹 Plan Duration
New plans issued from October 2024 onward are now set for a 12-month period, allowing for better tracking and reassessment.
🔹 Impairment Notices
Participants now receive an impairment notice clarifying their eligibility, listing the permanent disability or significant impairment—improving clarity and transparency.
Enhanced Equity and Access
The government is focused on ensuring the NDIS is inclusive of First Nations, CALD (Culturally and Linguistically Diverse), and remote area participants.
Demographic | New Participant Share (Q4 2024) |
---|---|
First Nations | 9.7% |
CALD | 7.0% |
Remote/Very Remote | 2.0% |
Note: First Nations participation has remained consistently strong, with targeted strategies like the NDIS First Nations Strategy launched in January 2025.
Strengthening Safeguards
To prevent fraud and misuse of NDIS funding, the government has invested an additional $110.4 million in anti-fraud programs, alongside a pilot for enhanced identity verification and improved regulation.
This ensures providers like Starlight Care meet the highest quality standards, and participants receive services they can trust.
Focus on Participant Outcomes
According to the latest NDIS report:
- 80% of participants (aged 15+) in the scheme for 2+ years now report greater choice and control over their lives
- 43% report increased community and social participation
- Youth employment among participants aged 15–24 has increased from 10% to 23%
These stats reflect a shift toward real, measurable outcomes, not just service delivery.
